The Effect and Mechanism of Digital Economy on Carbon Emissions in Chinese Cities

摘要:“雙碳”目標(biāo)下,如何促進(jìn)節(jié)能降碳成為當(dāng)前中國(guó)亟須解決的重大問(wèn)題,數(shù)字經(jīng)濟(jì)發(fā)展在促進(jìn)經(jīng)濟(jì)高質(zhì)量發(fā)展的同時(shí),也會(huì)對(duì)碳排放量產(chǎn)生影響。鑒于此,本文以中國(guó)260個(gè)地級(jí)市為研究對(duì)象,通過(guò)構(gòu)建面板數(shù)據(jù)模型,實(shí)證考察了數(shù)字經(jīng)濟(jì)對(duì)碳排放的影響。研究結(jié)果顯示:首先,數(shù)字經(jīng)濟(jì)對(duì)碳排放的作用效應(yīng)為非線性的倒U型關(guān)系,這一結(jié)論在進(jìn)行一系列穩(wěn)健性檢驗(yàn)后仍然成立;其次,機(jī)制分析發(fā)現(xiàn),地方政府競(jìng)爭(zhēng)是數(shù)字經(jīng)濟(jì)影響碳排放的重要機(jī)制,數(shù)字經(jīng)濟(jì)可通過(guò)地方政府競(jìng)爭(zhēng)的間接效應(yīng)抑制碳排放;最后,異質(zhì)性分析結(jié)果表明,數(shù)字經(jīng)濟(jì)對(duì)碳排放的影響會(huì)因區(qū)域經(jīng)濟(jì)發(fā)展水平的不同、城市能源豐裕程度的不同、城市創(chuàng)新水平的不同而產(chǎn)生差異,其中經(jīng)濟(jì)發(fā)達(dá)地區(qū)、能源豐裕度低的城市以及高創(chuàng)新投入城市,數(shù)字經(jīng)濟(jì)對(duì)碳排放的影響更為顯著。因此,政府應(yīng)加快新型數(shù)字基礎(chǔ)設(shè)施建設(shè)步伐,為數(shù)字經(jīng)濟(jì)發(fā)揮減碳效應(yīng)提供有力支撐;同時(shí),應(yīng)進(jìn)一步優(yōu)化政績(jī)考核評(píng)價(jià)體系,為我國(guó)低碳發(fā)展增添動(dòng)力。

Abstract: Under the double carbon target, how to promote energy saving and carbon reduction has become a major issue that needs to be addressed urgently in China at present, and the development of digital economy will have an impact on China's carbon emissions while promoting high-quality economic development. In view of this, the impact of digital economy on carbon emissions is empirically investigated by constructing a panel data model with 260 prefecture-level cities in China as the research object. The findings show that, firstly, the effect of digital economy on carbon emissions is a nonlinear inverted U-shaped relationship, and this finding still holds after a series of robustness tests. Secondly, the mechanism analysis finds that local government competition is an important mechanism through which the digital economy affects carbon emissions, and the digital economy can suppress carbon emissions through the indirect effect of local government competition. Finally, the results of heterogeneity analysis show that the impact of digital economy on carbon emissions will be differentiated by the different levels of regional economic development, the different levels of energy abundance in cities, and the different levels of innovation in cities, among which the impact of digital economy on carbon emissions is more significant in economically developed regions, cities with low energy abundance, and cities with high innovation input. Therefore, the government should accelerate the pace of new digital infrastructure construction to provide strong support for the effect of the digital economy on carbon emissions. At the same time, it should further optimize the performance evaluation system to add momentum to China's low-carbon development.
